which trinket is better for shadow priest, duel and world pvp.

I don't know which one would give better results, PHYLACTERY or CHARRED TWILIGHT SCALE, I have phylactery, but i need to know if the charred its better, to get it. (assuming you vt cast time its 1.2 seg without any trinket).
