How are there guys with WF shoulders but max rate 1.9?

As the title says. I wonder how are there players with WF shoulders and WF tabard but 1.8/1.9 max rate? Is VIP enabled again?

you can get wf shoulders from the marketplace.

Well it is obtainable only through 3v3, in game. He didnt mention marketplace. Stop being stupid.

because if you get inv in 2k+ team u can buy personal is bugged or smth one guy told me but idk for sure
