You suppose to learn 69 spd staff enchant at trainer but he wont teach you. Also 81 spd staff formula is absent.

Friendly advice - if you suspect that something is missing, you should check if it comes from a later patch (uld or toc). This is the case with the aforementioned spellpower enchants, and here are some links to prove it:
