The /petmoveto command you're thinking of came with Cataclysm. That's when the command was added to the pet bar, and you could click it and the green reticule would appear.
I'm not sure if there's a version of it that exists for WotLK. You could make do with the /petstay command, and use Eyes of the Beast to park it wherever you want.
