The only thing you can buy on Lordaeron trough the store is cosmetics.
Even on Icecrown they dont offer any twink items for 19 or 39. As for 69 there should be some (I think)
Alot of the items that are used for lvl 19 and 39 twinks are obtainable without the need for a level 80 character trough either dungeons or quest rewards.
