If the quest isn't working as is supposed, write a bugtracker report or an in-game such for a GM's assistance, although do bear in mind that the quest doesn't START on the island - it takes a quest from your class trainer to get you there once you reach level 30. I personally had no issue completing this quest on both of my warriors thusfar.
