Looking for a spell announcer

Hello.

I've seen some people have addons that announce in raid chat when some important cooldowns have been popped or have ended, even from other players. For example, it will say "Player X has casted divine plea" and then after it ends it will show "Divine plea has ended on Player X" or something like that. I've tried searching the forums and google but every time a similar question has been asked people have been told about RSA, however, RSA seems to only be able to announce your own spells and not other raid member spells. I would be really grateful if anyone could help me with this. Thanks!

I use Natur enemy cast bar,this addon can shows all cd's on the other ppl's when you click on them :)
