Treats for Jesper / Stormwind Nougat

The quest, "Hallow's End Treats for Jesper!", cannot be completed because the Stormwind innkeeper does not give the quest to /flex for Stormwind Nougat. Here is the bug report for it:

I thought I would remind the dev team that this bug exists, since it only comes up once a year. Global is full of people asking why they can't complete this quest. Thank you.

Edit: Here are some details that will hopefully make it quicker and easier to fix.

The main quest ID (Hallow's End Treats for Jesper!) is 8311.

The quest ID (Flexing for Nougat) is 8356.

The NPC ID (Innkeeper Allison) is 6740.

NPC 6740 should provide quest 8356 when the character is on quest 8311.
