Satchel of helpful goods

Hello everyone,
I have been doing low level dungeons lately and I can't help it but think that the drop rates of some items within the satchels are incorrect. In example I have done over 20 times TBC dungeons ranging from 60 to 62 (Blood furnace and Hellfire ramparts) and so far I've only got plate gloves, the necklace however is yet to be seen.

Has anyone experienced this on this particular range of dungeons or others? If yes could you please write here which ones appear to be bugged so we could perhaps create a bugtracker report?

No they're not decided by your level but by the level of the instance, hence i have already checked all the info concerning this matter that's why I'm asking if anyone else has encountered the same problem or if it's just an isolated case of bad luck.

Ah yes, the useless bag of ****. I did rdf like 10 times for tbc/vanilla and guess what i got? 8/10 times i would get either hands/waist or ultimately the wrist! All same stats and sometimes even item that i don't need. E.g being a tank > and i get an item with attack power,etc....
Necklace dropped very rarely.

I consistently get the same item. Same stats even. This has happened since the beginning of rdf. And if I recall correctly, happened to me in Icecrown server aswell.
