Which is better cloak

Hello guys. New ware here. I rolled for hc shadowvault slayers cloak. Is it better than the eof vendors cloak ?

it is not as you would need to replace 3 str gems, with arpen gems(the cloak gives around 60 arp) and that is a loss compared to stats on shadowvault slayer, only upgrade from the EoF cloak is 272 tribute chest cloak from TOGC 25

Shadowvault is better than the EoF cloak if you are Best in Slot, or if you can reach 1400 regardless.

Shadowvalut cloak can be better than TOGC cloak too on LOD If you focus on cleave properly. That haste is beneficial for cleave only, so on single target bosses where you don't cleave like on Fester or DBS you should use EOF back.

wrong, more haste = more melee swings = more heroic strikes/cleave

You don't get the calculi. More swings outperforms more AP and ARP from the cloak only and that is even questionable, when there is minimum of 3 targets. You need to sacrfice lots of gems for that haste. And you already have umbrage on bis level.
