Arcane will be fine as you gear up.
Once you get a decent stat balance, TTW Fire is the best PvE spec. There's plenty of guides and similar questions on this forum, so if you want to know when to switch and whatnot, use the search function.
Though personally I'd recommend this site from this Warmane thread.
Frost is pretty much irrelevant for heroic raiding.
