Anyone struggling with this quest? For some reason the Bllista's keep instantly regenerate there health. I would skip the question but i carn't continue on without finishing this quest

Yeap it is , you need to go with Frostbrood Vanquisher near to complete it .
He means you have to go right up next to the ballista with the dragon and kill it that way otherwise it instaheals
