Can't pick up quest "A Call to Arms: The Plaguelands!"

Hi,

I would like to do this quest chain, but I can't pick up the starter quest "A Call to Arms: The Plaguelands!". The follow-up "Scarlet Diversions" is not available without it according to some forum posts I've read previously.

I'm level 54 and have tried in both Silvermoon, Undercity and Orgrimmar, according to wiki pages (https://wotlkdb.com/?quest=10374, https://wotlkdb.com/?quest=5093, https://wotlkdb.com/?quest=5094), but neither NPC has the quest available.

May I be missing some realm-specific prerequisite?
