You can't make a spec that's good for both situations because different situation require different things. Whatever spec you make it will be subpar at one of those fields. If you pick 20% shadow damage on auto attack - great for PvE because you stand and are able to land all auto attack, sucks balls for PvP because you won't be able to land all auto attacks on players and/or you will spend a lot of time kiting which is essentially wasted talent points.
If you PvP casually, make a good PvE spec and PvP in it.
