First of all welcome to Warmane!!! No Lordaeron is not a PTR server and never meant to be. Lordaeron is a hardcore server with low exp,hard progression and no RDF. Therefore a little less player according to Icecrown server,if you're not looking for this kind of stuffs then you should check Icecrown ,otherwise Lordaeron is fun to play if you like questing and experiencing the Azeroth.
