Guild Promoting Macro?

Hi, so I started a guild however I'm just wondering if there is some sort of macro or addon that would allow me to promote multiple people at once.

For example, Rank 1 will be for level 1 players. But I want them to be promoted to Rank 2 when they reach level 10. Is there a macro that would allow me to search for any players in Rank 1, that are over level 10, and automatically promote them to Rank 2?
