I just boosted my hunter and cant equip mail is that a bug or did I mess up?
You should visit a hunter trainer.
To elaborate, Mail Armor is a trained skill from your hunter trainer. Buy it from them just like any other skill (e.g. Serpent Sting, Dual Wield, etc.). I suggest visiting Weapon Masters from every faction capital as well.
