They are not a race in Wrath of the Lich king, so you won't ever be able to do that.
They could just allow free race change for Neltharion, problem solved. But it appears the warmane developers capable of effecting these changes are currently not in the mood to deal with Nelth matters or are not allowed to do so by some higher-ups.
