Where to best level as rogue?

Alright, so while I'm new to the rogue class, i've seen a few guides on how to play rogue and the like, as well as how to level up as a rogue, but my question specifically is... where should i level up as a rogue? For instance... I know that there is a rogue quest in hilsbrad and arathi, as well as a few quests where i have to kill a specific target in that area as well, so i plan to level there around lvl 25-35ish... but after that, which regions have a lot of quests that'd involve me killing a single person and returning? basically making use of my stealth to optimize experience? I am alliance, but I dont think that thats really a factor, most areas around 40 and beyond are contested anyways

STV is pretty good at lv 33+ with your stealth you have more chance not getting ganked plus there are few quests that will be WAY easier with stealth.
