Can i transfer characters?

Hello i want to know if can i transfers characters from icecrown to frostmure, and how i can do that ..

You can't do that.

It's a completely new progressive Server. Character transfer from Icecrown to Frostmourne would ruin the balance since you can clear the content on Icecrown and get all the BiS gear, while Frostmourne has it's endgame content locked for many, many months to come.
