I am rolling a Elemental Shaman with focus on PVP. As many people here on forum say with WOTLK burst damage
is so high that focusing on Resilience over Spell Power gear is wrong.
So what is the truth? Which is really better with focus on PVP and does Resilience with WOTLK really matter with Class burst levels

You wanna do arenas? You'll need the resilience, no doubt about it.
You wanna do BGs? Sure, grab full bis PVE and burst some lowbies, but you'll get bursted down too.
Resilience is worth it, but it's not just that. PVP gear also has more stamina than PVE gear and that will also help you a ton. Depends on the day, some days you'll wanna live just a bit longer and you'll run in a BG with ~1k resi, others you'll just go with 0 resi, couple of healers and just burst some lowbies.
Remember, resilience is reduced crit chance, reduced dmg from crits and mana drains. It might seem as not a big deal, but that - ~30% @ 1.4k will make a difference.
It depends on your situatuon and who you’re queueing BG’s with.
If you’re mostly or full PvE, your damage will be crazy but you’ll be cut down like paper VS If you’re mostly or full (this isn’t good for dps) PvP, your damage will be decent, but you’ll be hard to kill.
Go full PvE if you have a really good healer with you or go mostly PvP with few PvE items to increase those stats and haste.
Arena’s philosophy should be pretty much the same, but I’d lean towards resilience way more as full PvE people in arena can only do arena for fun and will be almost instantly killed.
