Which one is better for retri pala playing only pvp/arena with resto sham? (Play only 2 vs 2 and dont have 1800 rating). Cata has nice stats and armor penetration. Herald is much slower what is good because of SoC. Thanks.

If you're playing with Seal of Command, you want the slower speed weapon. Stormherald stuns can also synergize with the Command judgments.
Agreed. Skillherald is King of PvP.
