Names are removed only during inactivity cleanups. You can't request to get someones name removed. Inactivity cleanups happen once a year and last one was a few days ago. If the character did not get its name removed, it means someone has used it in the past year and you have to wait for next year and see if it's still inactive if you want to get the name.
