Why can't we buy better pvp gear for lvl 70?

Hi,

Im lvl 70 twinking in Frostmourne, I got all the basic pvp gear from Orgrimmar since there are no lvl 70 vendors in Area 52.

Why is that?
What's the point in disabling lvl 70 gear/content?

Where can I get later TBC season pvp gear ?
