This little head enchant has been broken for (is it 6 years +)?
It is no doubt a very powerful tool for PvP yet despite reports it has never been fixed or even really talked about that much.
My questions to the PvP community players are:
Do you think this should be fixed? Yes/no?
Would it have a dramatic effect on the PvP? Yes/no?
