Hello,
Retail quitter and thought to join you guys to prep for wrath classic. However, one issue I am running into is the fact that all the guides I check seem to slightly differ in terms of talents.
So I'd like to ask you all what's a good talent setup for arena, 1v1s and casual bgs? I mostly intend to play 2s with an rshaman friend, duel around in between queues and when solo, do bgs. So I'd prefer utility and CC over pure dmg builds.

They are different because it depends on what kind of PvP you mean, also your gear, skill, playstyle, your duo partner...
Even if you check ladder for the best hunters, their talents vary.

From what I gather the arcane shot buff and Rapid fire CD reduction aren't that importan?.
Rapid fire reduction is useless, this is not pve usually you will use rapid fire at start of the game and then readiness and have 1 more ready for the fight. Arenas with hunters in 2s/3s are fairly fast depending on the comp ofc and there are better talents to choose from. Arcane shot buff talent is useless unless you are playing maybe in season 5 gear. Or for more advanced strategy if you are trying to play vs countergearing warr/pala in 2s then you can go for lock and load spec but its like for 2,4k+ right now in 2s .

Either way I suggest you to play with the meta to reduce the duration of movement impairing effects as rshams can't dispel any of the common slows in the game.
Do you guys have issue with dmg? I am playing on frostmourne realm and I have relentless/deadly gear with bow and sword from toc10HC. My dmg is very low, literally in arena I cant make any pressure on enemy team. I am really good geared and compered with other hunters which are lower geared then me, they make more dps then me
Damage in Arena as Hunter is secondary, pressure is the main thing you should focus on. After playing hunter for 14 years I can asure you that gear plays a secondary rule. Obviously upgrading from 213 to 258 range weapon is huge but the main aspect, in PvE as in PvP, is how you play the game. Can check out my Arena guide to inspire your gameplay a bit.
