I can't start the "Summoning" quest

After giving him the materials and starting the next quest. He walks a bit says "i don't think it's not strong enough" and walks back to his starting position. Is this a bug or am i doing something wrong? I'm playing on icecrown.

EDIT: I actually think that it's a bug, because i found the quotes to be used in a another quest (Spirit Totem)

I am playing on Lordaeron and have the exact same issue. The quest is bugged and the NPC is responding to a Shaman quest. Guess I wasted my money on the charms and wasted my time getting ganked in STV for the troll items. Warmane please assist.
