when I try to search for heroic dungeons I click on party and then change difficulty on dungeons to heroic and then I search a random dungeon but every time I enter a dungeon they are normal and not heroic which I change to.

When you use dungeon finder, it changes the difficulty according to what queue you join. There are usually 3 dungeon finders to queue:
Specific: queue to a specific dungeon, there are lists for normal and heroic versions of the dungeons.
LIMITED TIME Seasonal event: Coren Direbrew, Lord Ahune etc. At the moment it's Coren Direbrew.
Random dungeon: queue to random dungeon near your level. The dungeons queued this way are normals.
Random Heroic dungeon: queue to any random heroic dungeon. The dungeons queued this way are heroics.
The difficulties that are changeable via your character's portrait, are used when you enter the instances manually (running/flying in).
