Is good way a 100% armor penetration?

Specifically for pvp.
Today I made my first warrior character and think that in the late game I could focus on get 100% armor penetration.
But that is really competent?, I don't hope that those build be the best for warrior, but at least could make a decent damage.

At low gear better go for Str, cuz bleed dmg from rend & DW ignores armor. At middle consider getting soft cap (value that will give you 100% when Arp trinket procs). At high gear get PvE offsets and hardcap Arp with crit stacking after capping
