I don't exactly agree with you, as the 4-set-bonus of the beast lord set maths out to be better than any gear until late t5 content. 600 armor penetration with a uptime very close to 100% is immense.
However, if you are going for survival, the t4 gear you set you gathered actually is quite decent. I would replace some items like the cloak and I would also drop some hit as you get 3% from the sv spec but apart from that it's very solid.
