not true at all, its 5% hit for melee in pvp and you always have a 1% chance to resist spells in tbc. the only way you miss specials above 5% hit in pvp is if they're wearing +defense gear or have...
Please consider looking at some of the tuning on a few bosses. Random one shots on tanks are never fun to deal with. Increasing health/lowering enrage timers and buffing damage is all well and good...
