I can't speak for the devs obviously, but I wouldn't hold my breath for them to increase the cap. It is already very high, and you can donate $10 and skip the queue entirely.

I hope it's soon. There are pug groups successfully clearing Kara & Gruul's now. We need new content.

I think you're underestimating how many people on this server bought premium to skip the queue. I bet the % is pretty damn high. It really really affects the queue length.
