I believe the two queue option is a good compromise between the 1 and 3 queue option. It will limit the queue times and queue jumping.

I agree with above. I understand you are trying to stop queue jumping. However I am in a timezone with few people on line (GMT + 8) . So we end up sitting there doing nothing while we are waiting...
