There are no justice points in WotLK. You can get Emblem of Heroism through heroic dungeons, reputation daily, and 10man raids. Emblem of Valor you can get in 25man raids and with the heroic daily.
Yeah, this is a big problem for the battle. Having a low cap and letting in the zone everyone outside the official raids means that all raids available will be full, so if one faction is outnumbered...

Downloaded and tested it. Working very well. The only bug I've found is that mute that you get when you search for 2 times in a row in the same dungeon.
Are you really complaining about this? We alliance have the same problem, but in other zones, like STV. Everywhere you go as an ally there'll be more than one horde. There's nothing to do about this.
