Seems like they deleted the bug report regarding this problem on bugtracker.
I'm stuck at 74/75 and have the same issue. The report on the bugtracker isnt confirmed yet(or wasnt when I checked last time). I doubt they even care about it and it's gonna take a loooong time...
Achievements are counted only once and in your example, it would count as 10 points, not 20.
