My guess is that the drop rate is somewhere between 2% - 4%.
Maybe 2% for the lower tier raids, 3% for lower hc and ICC normal and 4% for ICC hc. Just my assumption...

Wouldnt make sense to transmog smourne a second time when u can simply equip it...

well, u would actually need only one transmog scroll.
Get smourne - use the scroll on it to transmog a different axe - get a second smourne and equip it.

So a fury warr can transmog double smourne when he wears two axes?
