I think i can confirm this as well.... As an enhancement shaman i have 11% hit rating and i still miss with spells and basic attacks ( somewhere around 20-25 % are a miss ).

cart bugged, timer bugged (the one for the 25 min battle ground ) , stats board broken .... my advice would be to deactivate this thing as fast as possible until you find a fix for it because you can...
