I think that it depends on what time of the day you're playing, because there are times where the Alliance win and there are times where Horde wins during the day, it just depends what kind of people...

Has anyone ever dropped this or am I just unlucky? As far as I know it has a chance to drop from the bags you get from fishing (Shattrath and Dalaran) As well as the cooking ones. I do them everyday...
