From what I see, No, everyone is not fully BiS.
I'm in a guild with 877 members, only 25 of those are level 80.

As a new player on the servers i absolutely HATE this..
I'm struggeling to get above just 30g on all my characters, highest level so far is 22.
WHY should I be punished and have half my gold...
