Horde usually gets insta BG ques during Europe peak times, and ques get longer after Europe midnight, so the numbers are probably shifting based on time.

PvP gear is superior until the end game PvE content is released (it'll be a while).

Think of the PvP gear as gear with one stat extra (PvP power), rest of the numbers are in the exact same amount...
