I heard from in-game that the Devs are working on it at the moment from one of the player's ticket. Don't know if 100% true, but I'll be patience.
Sadly it doesn't, it've been giving me only broken heart buff even when someone sat with me.
Decided to work on this achievement and turns out it didn't work. The picnic basket doesn't recognize the 2nd player that's sitting next to me and won't give me the buff.

According to the google, it's suppose to be open by now but I don't see the staging area outside Goldshire. Did I miss something?
Have you tried letting your character die? My guild mate had a similar problem and it was fixed by letting his character die.
