well there's the problem.
skinning if you like to grind, I went with enchanting & skinning and could pay my way to max enchanting while leveling.
I'd bet most people leveling dont even know how buffed the content is.
if your dps is good enough, you can skip tantrum. Though if he gets to start it and changes phase, he will cast it fully.
what makes you think there wouldn't be queues at 14k? The queue has good and bad points to it.
Not worth risking stability over higher population on an already high populated server, especially when those willing to play can donate a minor amount to help the server.
