Most things that causes problems in PvP are stuns and roots. Wotf helps with neither of those and the moments it would have shined in never really happens because fights seldomly lasts long enough...

It is useless as it shares a 45 sec CD with the PvP trinket. Hence the most useless horde racial in Wotlk.

Maybe because it is not fun for one side to feel the effects of being mass-farmed in BGs...
