I hope not. Outland is more dead than Blackrock. It should be a new wotlk realm without a shop or cross realm.
Looks like the only thing new we got is the devlog update.

It doesn't matter that they allowed blackrock realm to get shadowmourne when 99% of the pvp warriors/dks/rets on icecrown have it. Should warmane have allowed for people to buy shadowmourne? Yes and...
