Oh that is strange then. I remember doing the quest chain on my warrior a month back and it worked fine. Must be bugged at the moment I guess.
The quest chain for the Shattered Halls key starts off from the key mold dropped by Smith Gorlunk in Shadowmoon Valley. Violet hold key is for the northrend dungeon.
Avoid Stv and Tanaris like the plague if you don't want to get ganked. Sometimes people will leave you alone, sometimes they'll be jerks and gank you for the hell of it. I've had good experiences...
Have a character who hasn't started the quest chain yet kill the prisoners. When they respawn, you should be able to pick them up. I've completed the quest on a few alts already this month.

I have recently completed this quest on both my alliance and horde toons. You need to fly up to the eye and let it attack you first, make SURE you fly close to it to get aggroed and let it zap you...
