Yes, DB on 25n will be hardly doable for pugs, and even if, then pugs will definitely not pass through Festergut, which requires at least 10k+ dps. Just 2 horde guilds killed Fester on 25n yesterday....

There is some info, you just have to search for it...

I have heard information that bosses will be buffed, they will do more damage, abilities will be more often and so.
No info about HP though.

I don´t think ICC25 normal will be too easy compared to old buffed content TOC25 normal.
Also, I don t think ICC 25 heroic without aura will be too easy compaded to old buffed TOGC25.

Not appliing buff at all could be the best way how to make it more then enough competitive and hardcore.
Also, there is no way to buff proff or LK, because then you cannot kill...

What you want to buff on ICC?
Normal mode? Noone except 3 guilds will be able to kill marrowgar if it has 250%buff.
Heroic mode? Brizzard had aura to incrase damage and health and you want to buff...

Anub´arak 25 heroic is not working and you want release ICC?
1) They should fix anub and wait untill it can be properly killed.
2) They should release PTR ICC and fix ALL the bugs BEFORE live...
