As far as i know, it's not opened yet (and it's pretty normal for a blizz-like :D), it's gonna be opened when the overall progression get there, if u know what i mean.
At this point, dont give this suroh guy anymore attention guys... it's just a bad troll. I just wish this kind of conduct would be bannable.

Correct, Medivh's raids are gonna be pre-nerfs. They stated it on the official announcement post if i believe right.

Which one of Outland and Medivh is gonna be the closest to the Blizzlike experience in terms of difficulty ? I've heard guilds on Outland cleaned Karazhan with full green stuffs ?
I would also like some precisions on this "challenging hardcore content", as by the poster i quoted, people apparently cleaned Karazhan with greens ? Is the content that easy on Outland ?
