It is for me 4th week in a row now. Cant download anything and still stuck at 99%. It wont pop to 100% like Edifice said, so any other way to fix it?

Hey, i am stuck at 99% again for 3 days now for few weeks in a row and it wont pop to 100%.
How can this be fixed?
