Things done to try and fix it. Drop quest and reacquire (no luck). Drop quest, log out, shut down computer, reboot, open game, reacquire (no luck either).
Before I go make a bug report, because it may be me who's messing up, but this quest appears to indeed be bugged. When I try to heal Sentinel Shaya all I do is heal myself (yes I have her targeted)...
