A bit ambiguous which is why I asked for clarification a few posts up, but if you take into account...
That's a bug apparently, 100% is supposed to be free like it was yesterday with the launch of the other perks. Ever since the recent restart a few hours ago it seems to have bugged.
Just to be clear, the intended behavior is free 100% training?
